Use dx11 or adjust some parameters. Ultra is for beginners. I have the same PC specifications as you. Aim to match them as closely as feasible...

I understand this is the original Division, but many users say it runs almost identically. These configurations will boost your FPS without sacrificing visual quality. The only observation I’ve made is about the shadows behind my character when the light is on—adjusting them to medium or high can help if that bothers you. Keeping them low still provides a noticeable FPS increase, and everything else with shadows appears great.

Forgive the YouTube quality. Although it streams at 1440p at 60 fps, the game looks much better than what’s shown.

I'm actually playing Division 2 at 1080p with ultra settings. It gives me 60 fps above, my internet is 100mbps, but it still crashes 2 or 3 seconds sometimes, and the game exits automatically. When I use dx11 it doesn't exit, but crashes happen every few minutes.

Adjust your graphics configuration to the medium setting in dx11. Listen to the results after playing for five minutes.

This appears to be a CPU OC problem. In the MSI gaming software you're using, switch it from OC mode to the default setting. Check if that resolves the texture loading issue.
