Use a scheduling tool that allows you to reserve specific cores or threads exclusively for your application. The program should be aware of locking those cores when it runs, and you can choose which core(s) to allocate—such as designating certain numbers to stay reserved while others remain available for the system.

Task manager settings apply mainly to specific applications, while OS configurations affect all running programs.

Currently my 2950x setup (with 3960x plus new case) is working well in the living room. At 4K gaming I downscale to 1080p for streaming, and my CPU usage stays around 50% on average. I notice occasional "dropped frames" warnings in StreamLabs OBS when I slow the encoding, which helps maintain quality. My game performance isn’t impacted, but those warnings affect the stream. EDIT: the issue only happens with some games; others encode fine at slower settings, while others trigger errors if I go Medium.

slower isn't achievable in realtime; it's best to use normal settings. I've tested with high-performance hardware, but performance remains limited. You might want to try it once to check, though results are modest between medium and normal levels.
