Does anyone know if OpenMediaVault allows mixing drives of varying sizes in a pool? If so, can it provide the same redundancy as an old Windows Server setup? Since you're not budgeting for a full FREANAS box, what alternatives are there?

I believe so. I usually rely on btrfs on CentOS 7 since it handles RAID 5, 6, 10, and 1 with mismatched drives.

You're new to CentOS. I've worked with Ubuntu and Mint before, but I'm just using Arch Linux. Since I haven't used Fedora in a while, I don't have specific recommendations. Would you like a general guide on getting started with Arch?

You're all set with Ubuntu. It works just fine. I prefer CentOS for its longer support until 2024, and I'm more comfortable with it. For the server side, I'll use Ubuntu Server since a GUI isn't necessary—Webmin is a good option if you need one.

gui is not my problem and I don't have a problem trying centos as well. I just want a something like a guide because I am not really experienced with software raid

Understand Linux drive letters and set up Samba. You can manage this with basic Linux skills and the command you provided for formatting storage.
