Shield runs on tetra k1 architecture, not x86. Windows needs an x86 processor to achieve the performance you're looking for. X86 demands excessive power for a tablet, which is why Nvidia chose Android as a more suitable option.

No, that's incorrect. The Nvidia Shield uses ARM, not x86. If your device is rooted, you might be able to install Linux on Android, but it isn't a big advantage.

If you root your system, you can install Linux via a desktop deployment and format an SD card to carry the OS with you. Alternatively, use remote desktop for your tablet and connect to a Windows or Linux desktop as needed. For gaming, NVIDIA offers game streaming solutions.

Windows RT was never designed as an image for installation on Windows. It's not out of the question, but no one has developed a dedicated image for Android devices to run it.
