In fact, the GPU can support up to 1700MB of VRAM, while the RAM page doesn't provide any real insight.

They're not familiar with how iGPUs function. The iGPU takes system memory for itself, similar to a GPU having its own memory on the board, whereas iGPUs don't. They rely on System Memory as VRAM, and sometimes more RAM can be assigned to the iGPU to improve graphics performance.
