I adjusted the rog back io plate during cycling while the PC was off. In BIOS, went to Advanced > Onboard Devices > LED Control in Shutdown set to Aura Only... Save and Boot Windows. Then moved to Asus and installed the latest version of Asus Armoury Crate, launched it. Clicked the top left icon "Devices" and selected the board name Asus Rog Strix X570-F Gaming. On the next screen, there was a switch on the left labeled "on" with several effect modes... turned it OFF immediately—problem fixed right away! No lights after shutdown.

I encountered this problem before, but after the latest AmouryCrate update the device page fails to load and the lighting effect can't be turned off. I don’t see a suitable config file in the expected location, though it might be in C:\ProgramData\ASUS.
