You're experiencing a problem where your monitor fails to power on with the GPU connected, but works when switched to the motherboard's HDMI port. When you connect the monitor to the GPU and press the reset button on your PC case, it boots up normally. You've tried several fixes: resetting CMOS via battery removal and terminal jump, moving the GPU from PCIE1 to PCIE3, and checking for BIOS updates. Your motherboard model is MSI Pro B650-P with the latest BIOS installed. Since you can't test hardware swaps, consider checking for any firmware updates or consulting the manufacturer's support for guidance on resolving this issue.

Verify if the monitor is receiving a signal from the chosen source. I'm experiencing this problem, and I usually power on my PC before turning on the monitor. Could you also check that?

In the BIOS, the default display settings should be automatic, but you can choose to set the GPU manually.

Thank you all for your help! I've tried a few things but unfortunately, I'm still experiencing the same issue (apologies for the long reply). Here's what I've done: 1. Uninstalled all Nvidia drivers using DDU and then reinstalled all drivers. 2.When I first start up my computer, the monitor doesn't receive any signal from the graphics card. However, if I unplug the HDMI cable from the graphics card and connect it to the motherboard while the computer is still running, the monitor shows that Windows has booted up. 3.I've attempted to disable secure boot, but it hasn't made any difference. 4.I also changed the settings in the BIOS to force the display through the GPU on startup. Now, when I initially boot up, I see a white light on my motherboard indicating that the "GPU is not detected or has failed." However, if I press the reset button on the PC case, the white light disappears, and Windows starts up normally. I am not sure what to make of this information and what could be the issue.

MSI released a fresh BIOS update today that seems to fix the issue. Thanks to everyone who assisted in resolving this problem. For those facing a comparable situation, try reverting your BIOS update to the most recent previous release to eliminate any BIOS-related complications.
