I'm using Windows 11 on an i7 13700K with an AMD 7000 series graphics card. My monitor is an Alienware AW3423DWF. I recently installed a popular FSR3 in every game that needs a registry app, but it caused my display to lock at 100Hz and nothing else worked. I tried uninstalling it, resetting the registry, and adjusting drivers and settings, but still only got 60Hz or 100Hz options. I found out early on that this mod doesn't support AMD GPUs at all. It ended up causing more issues than improvements.

Use the official tool from revouninstaller.com to remove leftover junk settings.
