PC remains inactive, DRAM indicator appears on Q-LEDs. X570 Gaming-F 2x16 at 3600MHz DDR4 RAM, 3070. I powered off the machine and came back later; it still doesn’t function. I’ve done a lot of adjustments: re-seated nearly all components, replaced CMOS, swapped memory modules in various slots, tested BIOS flashing via USB, checked all cables, tried another RAM stick which flashed between DRAM and CPU LEDs once each time. It seems the DRAM or CPU indicator lights are activating, and swapping in a completely different setup isn't resolving the issue. After checking other fixes, it looks like the motherboard or CPU might be faulty. If you don’t have another board or chip ready to test, it’s best to seek help from someone familiar or a local shop.

I kept it running and after five minutes it gradually sent signals through each LED. It started with one, then failed at two, then two again, three, then failed once more, succeeded at three, and finally booted up.

I'm facing the same problem as you and have attempted all your steps except adding new RAM. The issue persists even after leaving it for 10 minutes.
