BBC2 includes all maps from the Deluxe edition with early unlocks. The Specact offers just uniform and weapon skins, affecting only visibility slightly without changing gameplay. The Vietnam map is impressive but doesn't use BC2 maps. Steam keys for these items can be applied in Origin, though it seems Steam may restrict purchases unless you own BC2. Prices are currently lower on Steam.
It's an amazing game. Edit: to answer your question, the base game that's selling for twenty on steam includes all the mappacks that were in xbox. Vietnam is it's own expansion.
