This problem has persisted for some time. I also discovered it disappears when I first open the window and then switch to fullscreen mode.

I'm facing the same issue: https://www.reddit.com/r/apple/comments/...1/efimwd5/ I need to report it on the Apple Bug Tracker and mention bug number 47733671. This helps them prioritize fixes based on duplicate reports.
