I’ve been thinking about this too. I’d like the ability to download an ISO and set up from the beginning. I don’t want to end up reinstalling Windows 7 later and dealing with a poor upgrade experience.

According to my understanding, you should first complete the upgrade, after which you'll gain access to performing a system reset.

They mentioned they would let users perform a new Windows 10 setup anytime after installation, so if that suits you, it’s okay. At the moment, you can reinstall your current OS and then wait (or create a clone) for Windows 10 to be released, ensuring a true fresh start.
