Yes, you can boost the clock speed on that chip and card. PBO can help a bit, but for the 1600af you'd likely get better results with manual overclocking. I'm not sure if the 1600af actually supports PBO, and regardless that chip usually reaches speeds of 4.1-4.2 GHz or higher.
Based on my observations, PBO doesn't perform well with this motherboard. I own the same motherboard but used a R7 2700X which would randomly reset under stress. Likely the VRM is the issue, since I have strong cooling and no Windows crash reports. I also confirmed it isn't the PSU, as the same problem occurs with an 800W unit (including my EVGA 550 G3).
