I've checked the TP Link TL-R470T settings and there isn't a built-in feature to automatically switch between connections based on bandwidth limits. You'd need to manually manage the load or use external tools to handle traffic distribution. Your situation with data caps and varying speeds suggests you might benefit from a more advanced load-balancing solution rather than relying on the device's native capabilities.

The requested feature isn't available in the listed options. According to the specifications, only "Policy Routing" and "Link Backup" are provided, neither of which matches your needs.
