I plan to use my future PC for playing Metro Exodus on a 1080p monitor at 60Hz with ultra resolution and 60fps. I want to get the most out of my Intel i5 9600. I've learned about CPU boost clocks and seen some videos explaining them. I'm curious if using a good cooler like the Noctua NH-U12 A or the be quiet Dark Rock 4 will always let the CPU run at its boost speed when it's cool enough. Is that accurate? Also, since I'm not very familiar with CPU overclocking, I just want to avoid pushing it too hard. Any advice on a suitable cooler would be great.
