I'd say generally unless you're having problems or there's an update to introduce support for a new generation of processors you intend to upgrade to. You can generally get away with leaving the BIOS alone (at least from my experience).

Yes, no need to update. Updates usually just fixing bugs and compatibility. And in rare case adding non critical features.
