Your setup runs smoothly on the i5 2400, but upgrading to an i7 3770 won’t provide a noticeable boost. The difference is minimal unless you’re doing heavy multitasking or demanding applications.

Depends much on the games played. An i7-2600 might also work and could be more affordable on eBay.

I think it's a good idea to go ahead with it. The Xeon 1280V2 works well with a GPU, offering better power efficiency and a stronger single-core turbo speed.

Relies on premium GPUs and configurations; using optimal settings helps. 8threads resolves many 4core/80-100% struggles since it operates at 60-85% in similar cases, allowing better performance. However, newer games still push its boundaries, especially with more powerful GPUs.

They might be somewhat hard to locate. A brief search on eBay (based in the UK) yielded only a handful of results, unlike the numerous i7 listings available.
