Quantum Break is coming along and looks incredible. My setup should work fine, but my brother wants to try it too. His PC is older—4770k processor, 8GB RAM, Sapphire HD 7770GHz. I was considering sending him my GTX770 since the game requires DX12 and Windows 10. Can he use both cards to boost FPS?

Absolutely, combining them should work and you could achieve high frame rates. I'm not entirely sure about Dx12's multi-GPU performance yet, but if Nvidia decides, they'll likely improve support for AMD and Nvidia setups soon.
