Could I purchase a single Xbox 1 copy of Forza 3 Horizon at a lower price than the Microsoft Store? I’d like to use it on my PC. I don’t have a console, but I own a high-end gaming PC and don’t mind using it.

I believe you need to purchase the digital edition to access it on PC. It might be more effective to search online or visit Microsoft or Xbox forums.
