You're experiencing slow startup and unresponsive settings on your PC. This issue seems to affect both the Start menu and Settings, making it hard to navigate or interact with them. It's frustrating when a system takes too long to respond, especially on a reasonably fast machine. Have you tried restarting your PC or checking for any recent updates? If you're looking for help, sharing a video might be useful.

Verify your storage consumption. Even though it's an SSD, Windows might just be acting strangely and trying to overwork it.

%temp% has some 700MB worth of stuff in there. This problem has been present for at least a couple of months, I have installed updates whenever they come. I'll make sure to see if there is anything weird going on with disk usage whenever this happens again!

If the disk usage exceeds 80%, open Task Manager and verify the storage details. Let us know.

Additionally, regarding updates, some installations don't work properly across various machines over the years. The update process would begin downloading, but upon restarting, the animation with messages like "restarting" or "Configuring update for Windows 10, don't turn off your computer" would become stuck. After about an hour, I would manually shut down the PC and be presented with a "We couldn't complete the updates" screen at the next boot. This has persisted even after multiple fresh installs, as every hardware part in my system has changed since the first time this issue appeared. The affected updates include Feature update 1803 and a few cumulative patches (KB4462939, KB4489723). My current Windows version is 1703.

This was a problem I struggled with for a long time before giving up after nothing seemed to help.

I suggest installing the latest update (1809) ISO and applying it, I encountered an issue; we handled this with MS support.
