I own an Intel Core 2 quad q9650 at 3.0 ghz with an Asus P5QL PRO board. Cooling is adequate and peak temperatures stay at 65°C under full load. I've been overclocked to 3.84 ghz and aim for 4.3, but after extensive testing with Prime95 at 15 hours, stability is achieved. However, adding just 1 MHz causes overclocking to fail, forcing a return to 425 MHz. The issue seems related to the BIOS adjustments and voltage settings, which currently sit at 1.3.
It seems you're near the maximum capacity of your CPU. You've already upgraded the FSB from the standard 1333 to 1700. Because the CPU multiplier is fixed, it's unlikely you'll be able to improve further, even with better temperatures. I think you've achieved a solid performance at your current setup.
Can the core multiplier be adjusted? I suggest overclocking using this method rather than changing the bus speeds.
