Using Windows 8.1 it seems possible to place the ISO on a USB stick and start the setup without burning it.

I save the file onto a USB stick, and after completing the setup, I connect the USB and power up the device.

Same as a disk, you create a bootable drive with just a couple of clicks. More details are available on the site. After that, you select the USB drive in the boot menu instead of the DVD ROM.
