You don't have to turn off Windows on the old hard drive. Consider contacting Microsoft and activating it by phone.

Windows 10? If he has a Microsoft account, it should be easy to log in. If not, reach out to Microsoft via chat or phone to have Windows reactivated.

I reached out to Microsoft support and a 60-year-old woman assisted me. I provided her with my key, and she gave me another one. It’s now working, thank you so much!
