I adjusted Explorer to stay on your taskbar, but whenever you launch it, it launches the quick access pane. There seems to be no option to switch it to another folder. You mentioned you don’t want it disabled entirely, so I’ll look for ways to manage its behavior without removing it from the taskbar.
Launch File Explorer, navigate to File->Change Folder and Search Options->General tab, then open File Explorer to: here select an alternative instead of Quick Access.
