You can turn off telemetry in Windows 7 by navigating to Services, selecting the Diagnostic Tracking Service, Connected User Experiences, and Telemetry, then clicking Disable. Also, make sure the Customer Experience Improvement Program is disabled if it was previously enabled. Just remember you haven’t updated yet, so those steps should work.

You're running Windows 7 without any updates since August 2015. The data collected by Microsoft has been gradually removed starting around July or August 2015. This means you already have a system with no telemetry tracking.
