I don’t wish to send samples, so I’ve turned it off. But this notification still worries me because it shows a yellow warning with the same icon that indicates security issues, so I often have to click it to ignore it.

Opening Windows Security through the shield icon in the notification tray gives you a "Dismiss" choice under the "Virus & thread protection" section. Selecting it removes the warning and restores the tray icon to its regular state.

It's interesting. I understand the flag appears during build updates, and Insiders receive regular notifications, which explains it.

It happens to me too, even though I'm not an insider. I'm just someone using a Win10 Pro version... The flag pops up about once a week or so.
