You're experiencing the CPU throttling feature on your MSI X570 TOMAHAWK. To prevent it from lowering performance when idle, you can disable the global C-state to Disabled. This should lock all cores at 4.3GHz regardless of workload.
I was using RyzenMaster, then switched to HWinfo64 and it displays 43x all cores as shown here. I think either the C-states helped or I was misreading the monitoring in RyzenMaster initially. Changing the Windows power plan to High Performance already showed 43x, so I couldn't see it before. Hmm, I'll revert the changes and check the details. Thanks to everyone! @svmlegacy

I couldn't locate a method to consistently run the cores at 4.3/4 only during gameplay and after downclocking. If auto is enabled even in high performance mode, the clocks tend to drift significantly while gaming and during manual overclocking.
It's approaching the overclock while handling full 24threads load, but in CS:GO some cores fluctuate constantly. I want consistent frequency during games without any changes. If possible, keeping all cores locked while gaming and lowering them when idle would be ideal. I favor steady clocks over frequent downclocking. I tried this on my 7900X by switching to balanced power mode after playing, but it doesn't seem to help with the 3900X.
