Needed a modified Windows ISO to achieve the desired look, but the update settings were locked by Group Policy. The Windows Update page indicated they were set via GPO, yet opening gpedit.msc as admin revealed no policies were applied. Want to upgrade from 1902 to 22H2? Look for a command to clear all admin-level Windows Update configurations.

Reminder that changes between 1902 and 22h2 may remove any visual theme updates applied earlier.

It appears everything is handled via third-party tools like Rainmeter and Nexus, so it should be acceptable.

I would simply attempt to apply the theme to an installation that wasn't already pre-configured.

They've been unstable since the W7 era. It's disappointing, but MS appears to target every skinning tool. Check the registry at Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU to verify autoupdate is off. For policy issues, investigate the GPResult command.
