You cannot view the Friends list without the Steam client. An alternative is to use Raptr and connect your Steam account with it.

You only need to open the Steam program from the Windows quickbar, right-click it and select Friends whenever you wish.

I also do it, I simply click and drag the icon, I didn’t know right-clicking did the same; I just needed a shortcut with an extra button on the MT keyboard to open my Steam friends list.
