You should reapply thermal paste regularly. While some believe a single reseat suffices, three applications are not recommended. I always use fresh paste each time. Make sure to remove any dried or old paste before applying new one—dry paste isn't ideal. You can check your temperatures with HWInfo64 or HWMonitor at idle and under load using tools like Prime95 or Cinebench (latest version).
