my Ryzen 7 3700x runs at 4.2ghz with voltages of 1.33v on a mobo X570 Aorus Elite, but it has water cooling from NZXT Kraken X62 and my temp jumps from 40 to 60 degrees right after I start it up and then goes back down again. what is wrong?

But there are so many people who share similar specs, temps, and an idle speed of 40, just like me :/.

It mostly depends on how much time you spend idle. The only reason to turn up the heat is when Windows or a piece of software asks the CPU to speed things up, which naturally makes things get hotter. You can check what programs are running in your background and set your power plan's processor state down to 5% if you want.
