I’d begin by powering down the system and verifying all connections are correct, making sure your cards are properly seated. If the problem persists, try taking out one component at a time to see if it resolves the issue. Someone else might have more insight into what’s causing it.

It seems like coil whine is present. The issue might be with the VRM on the motherboard or the GPU, or possibly the power supply unit. Since the problem appeared after installing the new cooler, I’m focusing on your motherboard’s VRM.
