I used Cinebench R23, which gave me a score of 1722 for all my cores. The temperature stayed near 38 degrees Celsius while I ran it. My cooling setup is a 360mm AIO cooler.

The first rule of fixing things is to cut down on your settings. Have you tried turning Windows into safe mode? Does the slow-down still happen? The second rule says: when everything goes wrong, break it into smaller pieces. It could be the software or the hardware. More often than not, it's just the software. To check if the software is the cause, download a Linux ISO and boot up from there. If that doesn't work, then we're stuck with the hardware.

I checked my task scheduler and saw that two Asus apps (AsusAPI64 and AsusAPI32) are always running. The error code was 0x41301. After deleting them and restarting, things are still very slow.

The fix was to clean the boot process, but the real cause is that it's just bad software.
