Last season I modified and upgraded the motherboard (Asus Prime Z790-P D4) and CPU (i5-13500) because of a strange boot cycle. It would freeze for a few seconds before restarting, and the M.S.I. motherboard lights flashed red. This year it repeated too. The 1660 Ti side would light up intermittently after every two to three restarts, with the CPU fan and case fans spinning during each cycle.

I removed the GPU, RAM, and it started working properly—CPU fan and case fans ran continuously. However, the RAM (two 8GB Ballistix sticks) didn’t boot at all, even when using one stick. I followed the manual instructions, but the issue persisted.

I attempted to clear CMOS by only changing the battery, pressing the power button for 60 seconds with the switch set to 0/1 and the power cord unplugged, yet nothing happened. Eventually, I upgraded the RAM to G.Skill Ripjaws V (2 x 16GB) and changed the CPU cooler to AK620 Deep Cool. Still, the previous solutions didn’t work.

I’m currently in South Africa during the load-shedding period and always power down the PC beforehand.

Components:
• PSU: Raidmax Thunder RGB RX-735AP [R] (24 pin, 8 pin [4 + 4], no extra 4 pin for the motherboard)
• Case: Masterbox Lite 5 (3 front case fans, 1 rear case fan)
• CPU: i5-13500
• RAM: (previous) Ballistix Sport Gaming memory (2 x 8GB)
(Current) G.Skill Ripjaws V (2 x 16GB)
• Motherboard: MSI B360 Gaming pro carbon (previous)
(Current) Asus Prime Z790-P D4
• GPU: GTX 1660 to Gaming X Twin Forza 7
• HDD: Toshiba 2TB
• SSD: Data SSD (250GB, main drive with OS)
• Nvme M.2 SSD Samsung 980 (500GB)
• 5 external hard drives

have you taken out the hard drives and SSDs in an attempt to access the BIOS?

I removed the end of the ssd and hdd wires off the motherboard with one stick of ram. still boot loop. no boot loop without the ram. also all external hard drives, keyboards, headset i have already removed from the side.

Set up the breadboard, take out the motherboard from its case, and test it outside the case on a non-conductive surface.
If this doesn’t work, inspect the motherboard’s CPU socket for damaged, faded, or curved pins.
Also examine the RAM slots.

A low-quality or insufficient power supply unit may lead to boot-looping issues, and your unit clearly fits that description.

Sorry for the lag in reply due to unexpected Load shedding.
Anyway, I'll proceed.
Provided I don't have a speaker for the motherboard (as far as I know)

Tested it. The fan runs continuously without the RAM. However, with just one stick of RAM it still causes a loop.

I think upgrading the PSU is possible, but I need to check if the motherboard or CPU requires a solution too. Both should still be covered by their warranties. Parts usually arrive within a week.

check if the M.2 SSD remains within the M.2 protection, consider inserting a RAM in slot B2

Forgot about that, thanks. Removed it but it still works the same.
Quick question. Power it on by turning the screwdriver to power it up. Then briefly turn it off for a few seconds, but then with CLRTC (clear CMOS) it restarts (in boot loop). Is that supposed to happen?
