I linked all ARGB fans to the Cooler Master ARGB Gen 2 Controller (A1). I observed that the RGB on my fans stays on even when the system shuts down, while the RGB LEDs on MB and 3080 turn off.

The power source continues to supply energy to a few minor parts in your computer. For example, on my system it keeps the RGB lighting on the motherboard even when the PC is turned off.

No, I didn't disable hybrid sleep or fast startup.

Typically many RGB parts receive minimal power from the PSU, but most USB peripherals manage this. My estimate is the PSU continues to supply power.

Occasionally in your system settings, you can adjust options to control if specific ports continue supplying power after a shutdown.

A lot of them are doing it these days thanks to the growing popularity of RGB.
