You're experiencing lower than expected performance despite high settings. It seems your system isn't utilizing the CPU and GPU efficiently enough to reach 60fps. Checking resource usage shows both CPU and GPU are under 25%, which suggests they're not being fully leveraged. Consider adjusting settings further or optimizing your game's configuration.

Did you configure the game to run on a particular CPU core? A 16-core system supports around 4 cores, which suggests the game was optimized for that setup. The GPU side is another factor—check its rendering requirements. If it uses DX12 or Vulkan, it may utilize multiple render cores, but other technologies likely won’t.

Thank you for your message. I believe I haven’t restricted any CPU cores. Regarding your question, I’m not clear on what you’re referring to by “check what it uses to render.” With DirectX12 and the GPU settings set to 2080 Pro in COD, that’s already configured for your hardware.

You're pretty sure your GPU is at full capacity, but you're switching tabs to inspect usage so it drops because it can't render the game. Your GPU is fine, though—it's just not handling 4K at 60fps. Try reducing heavy settings like anti-aliasing.

You might reduce Shadows and Reflections... several options available. Alternatively, set a resolution of 80-85% using the 4K 3840x2160p level you're already using. A slider in the advanced menu lets you adjust this, bringing it down to around 1800p quality while keeping clarity. At roughly 50 FPS, boosting the GPU by another 20% should help maintain near 60 FPS, especially if scenes aren't too complex. Aim for 75-80% scaling generally works well, and combining High with Ultra in certain settings plus Res-Scaling can further improve performance.
