Hello, I just assembled a new PC and it didn't boot up. No HDMI 1 detected, monitor didn't show anything, but the CPU light was on. Here are the specs: MOBO processor B450, Ryzen 5 3600, 16GB RAM CORSAIR VENGEANCE LPX, MSI RTX 2060 VENTUS XS, PSU CORSAIR RM650X, 1TB SSD, Kingston KC600 case, Deepcool MATREXX 55 V3 with RGB. Everything seems connected and fans are running. USB ports work except keyboard, which only functions when I briefly power off the PSU. RAM tested in all slots, it worked perfectly. Removed SSD and GPU, checked CPU pins—no damage found. Updated BIOS with flash, cleared CMOS didn't change anything. At startup, the boot light appeared for about half a second, then turned off, then the CPU light lit up for 3-4 seconds before shutting down again. The back LEDs on MOBO turned red. Did you check your RAM connections and confirm they’re working? Also, did you try flashing the BIOS even though you’re not seeing a POST? From what I understand, these steps usually require a POST state and UEFI access.

I possess a flash BIOS chip and when I remove the RAM module, the MOBO light activates and then shuts off. Updated March 2, 2020 by Kristaps ():

It seems you're wondering if the HDMI connection is correctly linked to the video card rather than the motherboard. You might have tried restarting the BIOS or checking the power settings. Another approach could be to unplug the power cable, hold the case power button for 30-60 seconds, then replug it and restart.

I’d also consider removing one RAM stick to test it, and then check the other one. It might be that one of your sticks is faulty.

However, the CPU behavior is odd—it seems to display some messages on the monitor, or a red screen appears, but then the fans slow down and the CPU light turns on.

I'm not sure if it will, but I saw a response from AMD support saying sometimes the B450 and Ryzen 5 3600 can't start together. You might need a different CPU to boot the PC and update the BIOS with that one, but you don't have another CPU available.
