Power off the whole system, then press the power button for a minimum of 30 seconds. Record how long it takes. After that, reconnect all components and check if the issue is fixed. Also, sharing your motherboard model would help identify the correct Bluetooth module or brand.

You're unsure about what worked. Unplugging it didn't seem to resolve the issue, and you mentioned posting your motherboard. It seems the problem might be related to the Wi-Fi card being part of the Wi-Fi chipset. Updating the driver and updating UEFI to version 7C91v1E could help prevent it from happening again. At least that's a straightforward solution if it fixed it.
