My laptop (HP Probook with Windows 11) is stuck on the boot screen. I searched online and found instructions to press F11, but it didn’t work since my keyboard isn’t responding at all. Trying an external keyboard also didn’t help. The only functioning parts are the screen and touchpad.

Press and hold the left shift button during restart. This will either take you to the BOOT menu or initiate a complete shutdown.
