I attempted to start my computer using the old Boot drive without the SSD, and the issue persists. It seems the motherboard might be the source of the problem.

Another Update (lol): I think I resolved the issue after installing my new RAM. I adjusted the BIOS frequency to match the RAM speed, assuming that was fine. I switched DRAM frequency to Auto and the PC started up properly. If you encounter any more issues, feel free to return here. Thanks @Mel0nMan for your patience and help—it really means a lot.
