I tested it and the PSU didn’t power up. It seems unusual since my motherboard lights up and the PSU worked before I swapped the CPU. Would a PSU failure be certain because it didn’t turn on?

It seems the PSU is rated F tier, which isn’t ideal. I’d rather avoid another issue like this. I plan to purchase a higher-quality PSU.

You can return the item for repair, resell it, keep it in stock, or use it to create a less robust setup. Avoid discarding it.
