The process requires 20-30 seconds to terminate, or it begins only after a delay of 20-30 seconds. Could a background application be closing before the shutdown is permitted?

The process takes about 20 to 30 seconds to finish shutting down. After a fresh installation of Windows 11 (formatted SSD), no programs are present, and the system remains empty.
