I recently attempted to install BitDefender, a well-regarded free antivirus. After the installation completed, I received a notification asking me to update Internet Explorer, even though I don’t use it and have it turned off in settings. After rebooting, my computer reported that my internet connection is limited. I reviewed an error log indicating reason 0x00028001, claiming my network lacks an IP address, which seems incorrect since other devices connect normally.
Have you experimented with another browser? Try using Firefox, Chrome, or Opera. Reset your network adapter or adjust the network and IPV4 settings manually by assigning an IP like 192.168.1.x, a subnet of 255.255.255.0, and setting the default gateway to 192.168.1.1. Use another device with stable internet and run "ipconfig /all" in the command prompt, copying details except the IP address—change it to any value (e.g., 20+) if needed. If that fails, reinsert your device and restart your router.

Start by removing both applications, then download and set up Chrome. After that, proceed with installing malware bytes. You're all set.
only possible option is disable ie, bitdefender has more protection on free side, no money to buy software
