You might have a wiring issue somewhere. Disconnect all cables and use the fewest possible, such as 24-pin and 8-pin connectors for the CPU. Remove the video card first. Verify the CPU fan is correctly seated in its header and isn't misaligned. Try booting without the video card. If it functions, reinstall the card. Avoid connecting the RGB components until necessary. Place the CPU cable nearer to the socket when installing, as positioning can matter.
