Open the device manager, delete any USB devices you see, then restart. It should recognize them again. If that doesn’t work, reverting might help. When that fails, enter safe mode and use DDU to uninstall and reinstall the display driver. Also, when updating, let me know his graphics card model so I can assist further.

The USB devices appear to function in the BIOS, but not in Windows. I need more information, as this conversation is mostly over the phone. I haven’t had the chance to check the system in person yet. It seems he doesn’t have any way of working with Windows, not even in safe mode.

Maybe he should check the BIOS settings and make them the default, then observe if it restarts properly.
