Perhaps recently because of the x86 architecture running through the console, they believe they can 'more easily' enhance those games on PC and unlock greater capabilities using raw power. Not that this actually occurs... porting remains a significant challenge. Yet they've been making various promises for years—some advantages appear, others don't.

All GTA titles were initially available for PC, which is a poor illustration. The developers are just tools for publishers who control what creators can or can't do and the resources they have.
