I don’t usually purchase games online with credit or debit cards. Instead, I prefer getting a physical copy from a local store or ordering online with delivery options. After watching the trailer and gameplay for Forza Horizon 4, I became really interested in it. I was excited and began looking for a preorder. I noticed there isn’t a physical version for PC, so I had to buy it from the Microsoft Store. Eventually, I considered getting it on Xbox and using an activation code for Windows, since now you can play Xbox games on your PC through Xbox Live. I asked the store if that was possible, and they confirmed the game comes with only a CD and can’t run without it—so no activation code needed. I wasn’t sure if this was accurate, especially since I’m a PC gamer without consoles. They mentioned that console games usually require a code, but PC titles don’t need one because they rely on the CD. If my assumption is wrong and there’s actually an activation code, can I still use it on Windows? Also, just a note—do you live in Bulgaria?

It was an Xbox disc. The Microsoft Store listing says it supports "XBox Play Anywhere," meaning you can play it on both Windows 10 and Xbox. However, this might not apply if purchased from the store.

You're probably stuck using your credit card. I got the digital version of Horizon 3, I play it both on my Xbox One and PC. Xbox play anywhere has been great so far. I'm not aware of a physical release for PC. Most games these days for PC are sticking with digital. The physical version of the Xbox One version will not support Xbox Play Anywhere (playing your game on both pc and xbox).
