So far I've experienced stuttering while playing destiny. This occurred after updating my Windows to version 1903.
All drivers were updated.
I disabled motion blur and G-Sync, but the issue persists.
Whenever the stuttering starts, my frame rate drops and the whole system freezes for a minute or more before returning to normal.
My system details:
Laptop model: ASUS ROG G752V
VRAM: 3GB
GPU: GeForce GTX 970m
CPU: Intel i7-6700 HQ/BGA
HDD: 1TB72R + 128 PCIE G3X4 SSD
ODD: 8X S-M DL
RAM: DDR4 8G
WLAN: CB-802.11AC_WW+BT4.0
OS: Windows 10 64bit
I also took some screenshots of my CPU monitor showing what happens when it stutters.

Check which tasks affect your CPU during stutters. If Windows Defender is running, consider using DWS. For extra help, try Win10Tweaker or O&OShutUp10 (available on my GDrive folder; see the link in the signature).
