The strangest thing that occurred to me was when I turned on my PC and the desktop didn't appear, leaving only the task manager open. I attempted to run explorer.exe and other programs, but nothing worked.

P.s. This error is new, though the issue has been ongoing before.

i would first try just resetting the BIOS to Optimized Defaults.
likely though it would be that Windows has somehow become corrupted, some malware has damaged the OS data, etc..
if you can access a CMD prompt and/or Powershell you should be able to enter Restore, Repair, or run other fixes through sfc or DISM options.
you can also try using installation media to reach a Restore or Repair option.
include your complete system specs.

Which Windows 11 version are you running?
You have netplwiz configured for automatic login? I prefer not to use it since startup issues can occur.
I’m unable to see the message from that location.
Class not found? Which executable appears?

I need to enter safe mode to check its behavior.
I’m wondering what happens if I log out and then return to the login screen; I’m unsure if netplwiz will auto-reload.
Can I log out from the lock screen?
If not, I could try safe mode from that screen.
If lucky, it won’t auto-login again.
Click the power button in the bottom right corner while holding Shift.
Press Restart to open a blue menu at startup.
Select Troubleshoot → Advanced → Startup Settings → Restart → Choose Safe Mode (select any number).
The PC will restart and enter safe mode.
Curious whether it remains unchanged. In safe mode, only Microsoft apps load.

There are things that might lead to a blank desktop, such as unresponsive devices making windows freeze until the timeout occurs, which could then display the desktop again. You might want to check if any old hardware is connected, as it could be the cause. Try connecting only a few components and observe if the issue improves.

It's uncommon to find a system restore resolved the issue. It seems the problem might have originated from what you recently installed.
