Hello, I'm trying to fit an RTX3090 into my Precision 5820 Tower but it keeps looping. It functions with a few RTX3060s or NVS310 units, even though I previously faced the same problem with a Tesla P100. The BIOS is up-to-date, and I have an Intel Xeon W-2145 with 8x32GB DDR4 RAM. With a 950W PSU, power seems not to be the issue. I've already tried resetting CMOS, using multiple PCIe slots, re-seating RAM and CPU, and even switching to a separate PSU, but still no success. Please help.

The GeForce 3080 and 3090 graphics cards are approved for use in slots 2 and 4 of the system board. This information comes directly from the user manual.

I noticed it and attempted 4 out of 5 slots without any change.

I've also tested an AMD R9 290x, which functions properly. It manages the JTAG SMBUS links on the PCIE fingers, turns off the MiniSAS HD ports, and operates at a reduced PCIE rate.
